Can anybody help me with the above error message......Error Message #3246 Bartender does not have the permission to open the file:.....

  It sounds like the Windows permissions on the BarTender label file does not allow you access to open it. Are you trying to open this in BarTender directly or in some other context? Check the Windows security permissions on the file and folder where it is stored making sure that your user account has access.
