Can not open bartender old version file

I have some btw file, the version is 9.4 SR3, but I can open it by bartender2022 R8.

Bartender10.1 also can not open it, why?

  If you have saved the label in 2022 format then earlier versions of BarTender will not be able to open it unless you resave it specifying which version to save it as.
