Bartender 2022 Designer on user computers?

Is it possible to install Bartender Designer on a user laptop as a standalone piece?  This user will create the templates.

  BarTender can be installed on any number of computers but you cannot install just Designer on a PC/laptop you have to install the full package. You would also need to activate the software linking it to a licence at this time. However, if you disconnect it from the licence or if it loses connection it will after 72 hours you will lose full functionality and will not be able to print. I believe you still have access to the design features though.
