    I think your approach to integrating the ERP to BarTender is overly complex.  A better way is to have the ERP output a file or send a network message containing there print job parameters and data, but then instead have the Commander middleware application detect the message and produce a print job from it.  Commander can handle each aspect of what you mention above in terms of integration.  See the below white paper:

    Concerning the GHS label itself, you'll be please to learn that already we have a white paper and example that handles this including the dynamic placement and sizing of GHS pictograms on the design based on the variable chemical products the labels are being printed for.  See the below link:
