Replaced old SQL Express with SQL 2019 Database on Bartender but getting an Error

By request we had to replace the old Sql Express 2014 with Sql Server 2019 on our Bartender application server.  Now I get an error opening Bartender Designer.

"Embedded tables cannot be used.  SQL Server LocalDB could not be configured due to the following:  LocalDB or one of it's components cannot be found on your computer.  Please contact your system administrator."

  Have you tried configuring the System Database from Administration Console on that PC to see if that we will recreate the link?
