Yes to pretty much all of this thanks to BarTender's label design capability and print engine, our Windows printer drivers for barcode printers, and the Integration Platform for systems integration.  Here is the documentation for BarTender's XML script:

    http://help.seagullscientific.com/2016/en/#../Subsystems/BTXML/Content/Printing_Labels.htm

For information on the Integration Platform which will listen out for your web service requests:

On item 6, we can of course print to mobile printers while on the network, but for offline printing you'd need to make use of the Printer Code Templates (PCT) feature:

I did some more research yesterday and found the BTXML capability which looks like it should do the job.

I was not expecting printing to work when out of coverage. Just that any queued labels do not get lost and when coverage is back the printing starts without user intervention.

Is there a demo version I can prove the solution with?

I work for a company that integrates mobile to asset management systems and we are looking for a solution we can recommend to our customers.

You can download the 30 day trial edition from the below link:

Seems like the Integration Platform consuming web service request messages containing POSTed XML payload will be you best bet.  Great for mobile too of course.

Note that BarTender spools print jobs to the Windows print manager, so print jobs for offline printers will be parked in the spool queue until the printer is reconnected.
