Bartender 2019 Unable to connect to Licensing Server

Hello,

we are currently running Bartender 2016 R1. I haven't been able to track down the installer for 2016 R1, so I downloaded and installed 2019 R10. Using 2019, I am unable to connect to the licensing server with the error:

Bartender Licensing Wizard Message #1201 - Failed to connect to the licensing server at the specified location. 

I've already verified that the licensing service is running on the server. 

I should be able to connect to the existing Licensing Server using Bartender Designer 2019, right?
