    That sounds like a bit of an odd one.

    I think the command line commands are more for installation purposes rather than once the once the product is installed.

    Not 100% sure but it sounds like this is either a network access and/or permissions issue, but it is not something I have seen before. 

    Have you tried waiting a few minutes after a reboot before opening BarTender to see if the device is slow to connect to the network? 

    Are you logging in as a different user (or having to "Elevate Permissions") to allow you to try and connect to the licence? In which case it maybe worth trying to adjust the account that the BarTender System Service and perhaps Licence Service use to connect to the (at least initially) the user account you are using to connect when you manually have to perform this. 

    When you manually connect if BarTender sees the licence that you then click to select and press finish automatically, try the search option and enter the server name/IP and then connect as above. I am not sure if this makes any difference but in previous versions of BarTender (that used the old Licence Server app) often disabling the automatic find and using the manual search resolved any intermittent and other type of connection issues.
