Execute Powershell failed with message "Requested registry access is not allowed"

I'm trying to use a powershell command action with BarTender Integration Builder 2016 R7.

Windows Server 2016 Standard x64 build 14393.

For tests I'm using the Powershell command "Get-UICulture" which successfully creates an output when I use the "Test" Button on the properies page beside "Test Power Shell Command"

But when i use the "Test" tab and Start the integration I'm getting the error  "Requested registry access is not allowed".

I specified user credentials which is a Domain Admin.

Any help is welcome!!

  For whatever reason, executing powershell actions only work when BarTender Integration Service run with Local System Account
