Is it possible to create a .btdb file in Librarian and then use the Database Setup Wizard in the Designer to use the data?

I have been able to find and select the file, but the ‘Next’ and ‘Finish’ buttons are greyed out.

(I'm currently experiencing security issues as accessing the server isn't using my domain user account  - I think our Win 11 setup is the root cause as Win 10 doesn't give us the same problems - and I wonder if this might be causing issues)
