The printing preferences for your label design are made in BarTender with the document loaded and select the "File>Print" menu item.  From the "Print" dialog click the "Document Properties" button to open the printer driver printing preferences which is where you configure the driver for how it will print this particular document.  Under the "Stock" tab you can adjust the "Top Offset" to move the print up and down by a degree.  Also, via the "Page Setup" and the "Advanced Options" button you can further adjust the vertical and horizontal placement of the printed label.

As the positioning looks pretty bad you might be better off performing a factory default reset on the printer, to clear out any bad config that might be in there, and work then from there.

So, I've started over. I factory reset the printer, then reconfigured communications. I started with a new label. I have the same result:

    Paper size: 2.125 x 1.125

    Label size: 2 x 1

The printer feeds a label to the tear off position perfectly.

When I print, the printer backs up *too far* then starts printing.

I tried adjusting 'Top Offset' (from 'Print | Document Properties | Stock'). Adjusting Top Offset negative shifts the image away from me (the correct way). But, the amount it must shift (-0.25) makes the print location unreliable, moving to and from labels.

Frankly, there's something else not configured right.

Open the "Page Setup" dialog of BarTender via the "File>Page Setup" dialog.  I note the height under the "Page" tab is 1.125", and yet under the "Layout" tab it is 1.0" due to a specified top/bottom margin.  Ordinarily you leave the top/bottom margin at zero because the printer will index over the gap for you.  What is the true height of the physical label?  Is it 1.125" or 1.0"?  Whichever it is you should set the height under the "Page" and "Layout" tab to be the same, with both top and bottom margin set to zero.  I hope that fixes it for you.
