Prefix Sizing
I've looked everywhere, but is there a way to have a $ prefix but a different size and aligned at the top and not the bottom. So basically the $ would be font 9 and amount font 14.

The easiest way to do this would be to create a separate data source (aka substring in versions prior to 10) for the dollar sign.
You can then set the font for each data source independent of the others (in 10.0, select Font from the left side and select the button that says 'Font per Data Source'. Prior to 10.0, I think its in Advanced mode on the Data Source tab).
When displayed on your label, both data sources will be appended into a single object.
