Permissions Isssue
Here's an interesting one.
The account the services are running under is an admin on the system.
Permissions are explicitly set to allow it to ru n Commander.
Commander says that it lacks permissions to start detection.

right-click on the user and verify its effective permissions. If a group is explicitly denied, that permission will take priority over a specific user's permissions. What you'd want to do if that's the case is don't deny the permission, just leave it blank (if it's empty it defaults to deny). 0 -
From the look of his screen shot, the user in question has the proper permissions in Security center for commander to run published task lists.
I have ran into a similar issue with print station where a user will, out of the blue, be denied rights to print a published label. Once they close the applicaiton and reopen it, it magically lets them print again . I'm currently working with Tech support to resolve the annoyance.
