    What you are wanting to do is possible through the use of document level VB scripting in BarTender to dynamically change and arrange your label/plate content during the the life of a single print job.  See the below white paper introduction to the subject:

    An example of using this dynamic scripting can be found in our GHS sample label that gets installed with BarTender.  Perform a print preview to see the dynamic label in action:

    It should be noted that this is a fairly advanced feature in BarTender and will require a fair bit of technical (VB Scripting) knowledge.

    Oh, one other thing, what's the best format to export the background image templates from Corel that will work with bartender and still support the vector based image?

    Our support for vector image formats isn't great.  You can try WMF or SVG, but if you have bad results use something like PNG.  Ideally a bit map type file format at the resolution that you intend to print in, at a 1:1 scale, will give you the best print results.
