What image format is it? (look at the file extension.)  If it is a JPG file, that format is not well suited for printing monochrome or spot color images; it is a "lossy" format designed for full color photographs.  Try just opening the file in an editor (Paint or something) and saving it out as PNG instead, the image quality should be better.

You would be better off using a bitmap rather than PNG and set the threshold of the bitmap for 50%.  Also, from personal experience, which has been creating every sort of bitmap variation Photoshop can output, I find that 50% threshold is a must and the DPI yields better results at 610 even though my printer maxes at 305.  I create PDFs from InDesign, convert PDF files to bitmap through Photoshop and the quality is great, even with fonts, though testing font family and possible stroke addition is  advisable.

I also go into printer driver settings and work with paramters there as well as setting my printer for a little more darkness as needed on initial testing that way I can set it once and never touch again.  I save the art configurations that happen inside bartender to templates for various label sizes as to not have to change parameters with every upload to the server.  The art setting s depend on your bitmap and printer, but you can tweak and print to get you where you need to go. A good start is: you want to select halftone, Black reference: .200, white reference to 1000 (clean B&W to reinforce 50% threshold), dithering: supercell enhanced, device gamma: .0100, pixel  diameter: 1/915" and align white: 25.00

    Good luck
