    Not knowing what industry you are in and so what is contained on the labels you are trying to print it is difficult to say.

    Yes you can just import pictures of the full label into BarTender and print it and that may look to be the simplest solution but, especially bearing in mind your comments about changes in the compliance labels requirements then this is not the best way to achieve this. Moreover, printing via this method will not optimise the printing performance of the label printer you are going to use as this will not access the full functionality of the printer itself. You could also encounter difficulties and poor printing results due to differences in resolution of the image file and printer etc.

    Recreating the label(s) in BarTender would probably offer a better solution in the long term as you cold then utilise the full functionality of the product and those of the printer too (in most instances). For example, most label specifications that I have seen for various industries require specific fields to be included on the label often using a specific font type and size and it is often just the actual data that is different. Linking a BarTender label to a database of product information, for example, where the label is configured with the data fields in the correct place using the specified font and size then one basic template could be sued to print all the label for all the products that require this setup and then say in the future the specification changes and the font used has to chance from Arial to Tahoma all you would need to do is amend this one basic template without having to redesign the image file for every product. 

    Other functionality could also be available to you, such as for traceability and revision control etc.
