Limit Access To Bartender

We are using Bartender Suite 9.3. What I would like to do is limit access to Bartender to the general users. I want them to use the print station so they will not be able to edit the labels. Is there a way to require elevated permission to access Bartender or another way to accomplish this?

  Have a look at the Security Center. Available from the Start menu in Windows or menu Extras in Bartender.
  I have not used it so far but it looks like you can accomplish what you need with that program.
  
  Edit: I'm on 9.4 so not sure if you have the Security Manager already in 9.3.
