I assume you're referring to the Commander service?  The "bartend.exe" processes are instances of the full BarTender application that Commander is controlling by automation for the purposes of printing labels.  Ordinarily a single BarTender process would be sufficient for small-medium print quantity requirements.  However, if you need the extra through-put, should you be making high frequency print requests, then you can increase the number of BarTender processes to handle the demand.

I suggest you read through this white paper: http://www.seagullscientific.com/label-software/whitepapers/overview-of-commander-new-201406.pdf

That whitepaper is not clear on what or where you make the settings change(s) to get more processes running.  I have a very high volume environment and I need to know where to make this change quickly as I bring my new server online.

You do this via the BarTender command handler which can be opened via the "Detection" menu when detection is stopped.  Then under the "General" tab you just increase the number of processes that you wish to run.  Note that this is only available to the Enterprise Automation edition.
