Commander Service Not Autostarting

I have it running on a windows 7 SP1 system and when the computer is restarted. The commander service does not start. It is set to autostart. Bartender 10.1

  Have you installed the latest Service Release of BarTender v10.1? (SR3)

  Is Commander service running under a local system account or under a specific account?
