Is there a way to reconfigure bartender so that I can open the application without the printer being powered up?

I can only get the software to load when the printer is powered on.

  Not seen that before. You could try setting the BarTender default printer in Admin Console to the PDF printer, although that sounds more like the install is corrupted perhaps and could possibly do with running a Repair via Control Panel or the installer file
